if somehow you do get a sub-0.01 (0.007, maybe) at a comp, then would they count the time as 0.00 or 0.01?

not sure, but I INTERPRETED that they use the exact time in displayed on the timer for scoring (regulation A1b2), but for displaying they probably round to the nearest .01. Therefore, 0.01.
