You gotta do the pirates fortress first but I would recommend getting the stone mask first. Its in Ikana Canyon if you are on N64 or in the fortress under the big tower in the middle on 3DS, you gotta use the lens of truth to see the guy that needs a red potion and he'll trade you the stone mask for it.

Then you gotta get all the Zora eggs to the marine lab and go back to pinnacle rock where you get the last 3. then you learn the new wave bossa nova, then you gotta play it for Lulu who is outside of Zora hall, then you get on the big turtle dude that wakes up after you play it then boom you're there
