Not sure about all the reason, One would be to only be eligible for 1 nationality/continental title a year. For instance if I competed in us nats then euro but had different nationalities for each, I could have the US champion and European Champion titles in the same year.

When you get 3rd at northwest champs 38 28 34 and your 1st and 3rd solutions has 5c /4c and cancled 0 ¯\_(ツ)_/¯
