UWR is an abbreviation for Unofficial World Record. It is used to designate the best result (aka World Record) in an unofficial (non-WCA) event and also to designate the best result in an official WCA event that has been made out of a WCA competition.
Before World Championship 2003 and the formation of the WCA, speedcubing.com's unofficial world record lists were considered the most important record list. Several unofficial record lists are still maintained for non-official events held at official competitions.
