Is this really new?

I seriously doubt this was invented in 2022 given it's a simple variant of the "usual" Beginner's LBL method. This page describes an edges-first F2L method from 1981:

"Olefsky and Bowen (both on the Internet) and Ostrop (Solving the Cube, 1981) form a cross on the bottom (second) face and then move the edge pieces into proper position (swap). They then move the bottom corners into place and finally rotate the corners. Olefsky makes a change in placing the top corner pieces. He leaves one corner vacant as a "working corner" and places center section edge pieces above this corner using a four move series. When three edge pieces have been placed he puts the fourth corner piece in place and then uses an eight move series to place the fourth center section edge piece."

And just as a side note this page has numerous issues. Please try to keep things objective and don't start sentences with "in my opinion", Wikis are supposed to be impartial. F R' F' R already has a name - hedgeslammer - it's the inverse of a sledgehammer. If this page is intended to be a tutorial for the method then you should also explain the other cases for the edge - what if the edge is flipped? F R' F' R would insert it with an incorrect orientation. The incorrectly inserted case would also need an algorithm (R U R' F R' F' R') or beginners (the intended audience) will be confused if they ever get these cases. Cases for a corner that is in the right position but incorrectly oriented are needed too. I'm not sure what "greater chance to have a permutation skip" means either. I would edit these myself but in this case I'm unsure what the intention actually is.

Cheers
