Thread 'High Ranking Official Times Thread'

As per suggestion from @TheSpeedSkewber , I think a thread for notable times could be good. I have noticed many people are annoyed of the clock PR threads and stuff, and this can be a replacement. Stuff that could be in this thread could be a WR14 3x3 average, or a WR7 clock single and etc. You could also have things like Yiheng PR8 3x3 average and so on.

I am not going to make a strict guideline on how bad a time should be before it does not get its own thread, and should be in here. People have different opinions on what is notable enough to have its own thread and what is not...
