Is he strategically breaking his records by very little so he can easily break them again? :p
This is a legitimate strategy often used by top athletes in their sport. Sergei Bubka the famous russian pole vaulter would break his own WR by 1cm at a time, because he got nearly $1M dollars each time he broke the record. As a result of this strategy he raised the world record so gradually that he retired at 6.14m, far from his 6.31m personal best.

The same strategy is used by top sponsored freedivers, breaking their own depth records 1m at a time despite PB's being way deeper.
