WRC Statement on Frame-by-Frame Analysis

In the WCA forum when one of the board members said that the new rules don't apply to past incidents I was in shock. This is arguably a worse WCA committee decision than the Chinese Taipei incident. I know the WCA is not a democracy, but when the majority of the community thinks this is unfair you know how wrong the decision is.
 
Apparently the WRC voted unanimously to penalize the 0.78 average, and the board overruled them. Some WRC members resigned in protest.
One of my favorite delegates is stepping down (and is the one mentioned in the post) The WRC should make the decision. IDK why the board is involved, this WCA committee structure doesn't make sense to me
