I think eventually this condition will have to change, as I think it's logistically impossible to run a competition with over 300 people. I'm toying with the idea that for 2011, you can only compete in an event were you are ranked top 100 in the world (maybe more for popular events). The point of World Championships is to crown a world champion, and having one competition where everyone isn't allowed to compete shouldn't be a big deal, as it allows for a smoother competition that serves its purpose.
