The Cubing Elo Social Survival Game | Entry Still Open

I'm retired, no longer a cubist but am now a chessist. However, I have returned because I am a sociopath and want to see how this concept plays out.
(In part inspired by @gsingh's cubing stock game, thanks.)

The Cubing Elo Game Concept
This is a competition between all those who sign up to reach the highest Elo and not be eliminated. The Elo system will work exactly the same as chess, as described in Wikipedia (K=32 initially).
Each player will start out with 1500 Elo (3dp). Playes can challenge other players by announcing a challenge in this thread, and for how many solves they want to challenge them. Each solve is treated like a game. Elo will be updated after the challenge is finished.
Once the challenge is announced, the challenged person announces whether they wish to compete or not. If they choose to compete, I will post the scrambles and the times will be compared. Elo will be adjusted accordingly. If the challenged person refuses, they will lose 5% of their Elo, 2.5% of which will be given to the challenger.
A player can not be challenged twice prior to 50% of all other players being played or challenged.
Every week, there will be a general election for Prime Minister. Candidates must pay 100 Elo to be a registered candidate. The PM will be elected using a full preferential vote, and the winner will receive 300 Elo.
Bribing and deals are allowed but must be announced here. Once the PM is elected, he has the power to make laws regarding this thread that last for his term, and must be addressed as Prime Minister.
Every week, those who's elos have increased must pay income tax, 20% of their earnings. Those who lose Elo do not get welfare payments.
Players may gift other players Elo points for a fee of 20 Elo or 1% of their Elo, whichever is smaller. Alternately, players can take out loans with other players, with an interest rate of 2% per day. Half the interest is given to the person who gave out the loan, half is taken by the bank.
Failing to challenge or be challenged within a week: 10% of Elo
Failing to respond to a challenge within 2 days: 5% of Elo, half of which goes to challenger.
Failure to vote in an election: 50 Elo or 5% of Elo.
To make this a social game, interaction with other players in private chats is allowed, including teaming, scheming and deal making, as long as I am added and involved.

The total Elo pool will reduce over time, hence, the last person remaining wins!
The competition starts now, you can join and begin playing at any time within 3 weeks. However, if you join late, you will be subject to the challenge per week penalty.

So I can challenge anyone who is "registered" to a race, even if they are slower, and I get points if I win or if they don't want to race, but we only race after you send scramble? If so, how many scrambles is in a race?

Yep. Same as chess, if they are slower, you will take less rating points off them than if they are higher than you. You choose the amount of solvess that you want to challenge them in, I provide the scrambles.
@bldcuber314 elo changes are determined by the natural log of the difference in you elos, times a constant. The problem with spamming is that it will violate the 50% challenge rule.

Also new rule, only 1 acrive challenge at a time.

You know what, I'm doing this for science and to see how exactly it works, so I'm challenging @bldcuber314 because I have good sportsmanship and not challenging Eric4112 because he is slower than me I think
And as I understand, I'm challenging him for 3 solves

Also, will there be a leaderboard?
