it doesn't say it does it does but that would be super cool. I think SCS made a glow in the dark Halloween cube before?

Yes, SCS makes glow in the dark cubes for halloween and also sells them throughout the whole year. The halloween ones usually have a special design (one of them was a ghost) but the ones they currently sell have no stickers applied, so you are free to apply them yourself. https://speedcubeshop.ca/products/glow-in-the-dark-3x3?variant=39504466935921

When it says "as low as" it means one of the versions cost that low. In this case, it's the standard model but not the stickerless one; it's the black plastic colour version that has the discount.
