He was probably trying to keep the scramble under the radar, it's kind of a dumb move if you are the first to get a 4 mover and have a gigantic reaction which makes everyone aware that there is a 4 mover, could also cause extras for others who have the 4 mover scramble. It was also like 2 minutes before everyone realised he got OcR
