I think the WCA website definitely needs a revamp in terms of user interface and layout, you should definitely try to work with them and see what can be done :)
I think most cubers (new or old) compete to improve their own official times rather than to podium, unless it's a major competition. Random events can be fun, but if given the choice, with the limited time, I think even newcomers would prefer having more official events or more rounds of events...

Why wouldn't you upload it though? Since the WCA Board would have already seen it and (I assume) there is nothing conspicuous about the solve itself, just the scramble. I don't see how it could cause any harm.
