    Just get used and you'll get faster. It's normal that you can't use it so efficiently after learning it.

    Well, they are pretty simple and I recall seeing them written down. If you solved green/blue crosses, then just solve green/blue EOlines/block on ZZ, bad edges don't flip from x2. EDIT http://cube.crider.co.uk/?p=eoline And here are the rules.

    WV, COLL, and such

    COLL is good for OH, WV isn't so bad(I can get good times when I get it), but you should choose one of them, because they don't work together. WV should come up as much as COLL. VH is pretty bad and unnefective, you don't need anything more than partial edge control. You should check out MGLS too.
