A better guess for a country that has "never ever" had a terrorist attack "in history" would probably be Liechtenstein or Andorra, although I did not verify this claim.
the worst outcome for the comp that seems somehow imaginable is a temporary airport closure after an attack happens directly before the comp, thus keeping quite a few people from arriving, but even such airport closures are usually over after 24 hours.

SCNR: The German record in 3x3 avg was 13.04 in 2009, which was somewhere around 50th-60th in the World Rankings iirc. Back then that was a great average, but "top-level"... In the end, Lucas was the fastest German, and you can't really argue for Worlds being in Germany because of Lucas :P

For the Top100 of the World, it's somewhere between Spitzbergen and Norway. Except if you use average longitude/latitude values, then you end up in the Meditteranean Sea, between Italy and Greece. Might be more practical.
