Missouri. 4 people with sub-10 average of 12, 2 of those with multiple sub-9 averages of 12. Population ~6million.

California and the Northeast have similar numbers of good cubers, but populations more than 5 times greater.

Nice job completely leaving the fastest Midwestern state out of the poll by the way.

I like how "central" includes Illinois and Oklahoma, but not Missouri. I guess there's just a big hole in the central region.

Maybe it's because cubes are turning so fast there that the state just blurs out and you can't see it. :)

I do like qqwref's answer, though.
