No, not necessarily. That attempt could've been a DNF and the average would've been the same, as the worst is thrown away anyway (you didn't know?). His second-worst was 9.90 and that 10.91 would've had to be a 9.24 or better to make the average sub9.

I can see: Feliks will find a medicore 45 move solution with Fridrich in 1 minute 32 seconds.

On the other side, if he would try to get only a PLL skip (1/72) with a decent F2L in an hour, he would have like 250-300 attempts to get one.
