Aargh, I can't transition from the R2 to the F' smoothly. I should probably practice that a bit though, cos that is a major stumbling block I have with all my PLLs which have an R' and then an F'.
15 minutes? I've been stretching for about 45 minutes and my cube's still only halfway to where I want it. Surprisingly though, my first storebought cube only took about 15 minutes, as you said, and now it never locks up, and you can barely feel it cutting an entire third of a turn
You should probably consider adding inserting F2L Pairs from all angles as one of the things. It's actually quite hard and slowed my averages from 35 seconds about to 50 seconds, utilizing as few cube rotations as possible, and about 45 while still using some (but reduced).

The point of learning COLL is that you either get a PLL Skip or an exceptionally easy to recognize and execute PLL involving only the edges.
