If you can solve the corners in x moves, most of the time you could also solve them with x+1, or x+2, or ... There are obviously some exceptions. For instance If the solution for the corners only take 1 move like U, you can't solve the corners in 2 moves. You also can't solve them with 3 or 4...

Not so sure if you still have an equal distribution of CO/CP, if you scramble it again in the EO/EP phase.

EO and EP can only be solved in <= 14 moves every time, if we don't care about the state of the corners. and CO and CP can only be solved in <= 11 moves every time, if we don't care about the state of the edges. So you will very likely mess up the corners again, when you apply a <= 14...

You can solve each step of Roux with Just another Rubik's Cube Solver (http://laire.fi/jarcs). But not the first two blocks at the same time together. Otherwise use Cube Explorer (http://kociemba.org/cube.html). Check out this video, if you have problems with Cube EXplorer...
