You can just say thanks in your post

Solution: For every post a user makes, people can up or down vote the user (not mandatory). User gets a rating displayed under their display picture, based on the votes they get. Done.

Maybe you can enable votes for certain post. So not every post can be voted on so people don't go liking everyones of ________s post. Only if the poster wants to enable voting.

Exactly my thoughts.
