Since community wanted 7x7 as an official event, WCA Board added it. So adding an event and banning the puzzle used for this event would be complete nonsense.

7x7 cannot be built unless pillowed because the pieces will have less support when spinning the layers because of the huge surface area of each layer

All I can say is that it was made by Haiyan Zhuang, who holds the world record for the blind 3x3x3 solve. < not sure if he still does

Its on the Puzl.co.uk website and is under 3x3 and is on like the last page with the title worlds fastest speed cube or something along the lines of that.
