At your level is the best way to get fast, just pure timed solving.
At level of 21-23sec averages you can focus little on look-ahead training.

In that way you can practice on timer and just enter time. Convenient for fast events like 2x2 when difference between space and timer can be significant.

I think judge should check scramble when he/she picks up the cube.
Printing few pages of scrambles more (for judges) which will reside on scramblers table would not increase cost of competition dramatically and it will make second layer of check to scramble.
Thank you for your version, but It has small drawback:
In beta version of Prisma 0.6 you can hide scrambled cube view. It is extremely useful for BLD solving.
Think of pairs before head. You can make your own list of your letter pairs, so you will have memo system and will not have to think new words during execution.
