It matches your criteria, but is not an R U R'. This scramble also cycles through many non- R U R' F2L cases.

I'm with you on that one. A lot of the names don't make sense, I think they are mainly there to help you differentiate between OLL cases. Would you rather say "OLL 33 and OLL 45 look alike", or "Tying shoelaces and suit up look alike", or "The T-shapes look alike". It's all your preference.
