My 2 cents: once upon a time I was a scrambler-checker for Clock (I guess this was the only time we used scrambler-checkers). Scramblers knew that I checked them, despite that they still made errors (I found about 5 misscrambles).
I attended only one competition in USA, but I noticed that everyone signs scorecards using first letter of their name and surname. At other competitions I've visited (mostly east Europe) signs mostly are letters from name and/or surname outlined (and often crossed) with circles, flourishes...

In our competitions I see here and there people who use simple CFOP with PLL skip and get sub-35. Our NR (26 moves) is set with CFOP with OLL skip, though there is a splendid double X-cross.
So person who just try a bunch of CFOP solves with different crosses, pair order etc. can get a good...

Ok, each competitor has his own goals. As I said, changing limits can frustrate some competitors. But I hope that organizers and delegates have a very good reason for doing so, and forbidding this won't be fine.
tl;dr current situation is fine for me.
I can see the only problem if the competition has a fee for each event. A competitor pays N bucks hoping he can do 5 attempts only to find out that the cut-offs changed and he will be able to do 2 attempts for the same money.
